The upstate school districts of Cherokee, Spartanburg, and Union Counties contracted with the Upstate Regional Center for Educational Support to conduct a comprehensive needs assessment, for the five-year period 2004-2009. The results of this assessment can provide a foundation for change in schools to help bridge the gap between work and school. Economic development in the upstate of South Carolina is dependent on a quality educational system. The needs assessment process began in September 2003 and concluded in May 2004.
